That depends on what kind of GPS is installed. If it’s a GPS that has Sat or Cell Comminucation as part of it, then yes. if the GPS doesn’t have Sat/Cell Communication capabilities then no.
BUT they can tell where you have been after the fact.
No, the only way is if the vehilce has the Lo-Jack system install (an after market product) or if there is a cell phone in the vehicle you can track that, but you’d have to ask the police to do that I think.
I think that there is no legal or official way to trace cars that have not been signed onto a program specifically designed to do this. Holden in australia have a program called ‘Holden Assist’ that can track your car if it has been stolen, imobilise the car and lock the theif inside. BMW, Volvo, Mercedes also offer a similar program to my knowledge.

If you want to track a vehicle on the surface of the planet, you either need the vehicle to transmit some sort of signal to your tracking system, or use an infra-red (heat) tracking device, if you have control access to a satellite video camera. In short, just having a GPS receiver will not allow it to be tracked.
