      GPS.

The Global Positioning System (GPS) is a satellite-based navigation system made up of a network of 24 satellites placed into orbit by the U.S. Department of Defense. GPS was originally intended for military applications, but in the 1980s, the government made the system available for civilian use. GPS works in any weather conditions, anywhere in the world, 24 hours a day.

The summary above is from the website of one of the main companies selling GPS units. For more information go to:

A vehicle tracking system is an electronic device installed in a vehicle to enable the owner or a third party to track the vehicle’s location. Most modern vehicle tracking systems use Global Positioning System (GPS) modules for accurate location of the vehicle. Many systems also combine a communications component such as cellular or satellite transmitters to communicate the vehicle’s location to a remote user. Vehicle information can be viewed on electronic maps via the Internet or specialized software.

The GPS provides the position information. However, this information is available to the user of the GPS but in order for it to be used for tracking, it also has to be sent to a central tracking system. Quite often, this by normal cellphones but there are other methods. Software then converts the co-ordinates into a useful source for the software used by the system and so displayed on a map.
